In this form Agreement was accepted, save that the
Germans made it subject to
(1) the application of the arrangement to all fi-
nancial as well as railway loans;
(2) the exclusion of the Hankow-Canton and Pukow-
Sinyang lines from the stipulation with reference to
the Chief Engineer being approved by their authorities
in Berlin.
